Marie Hand-Carullo, President
Marie Hand has more than 16 years experience in the
wireless industry.  She began her career building
small RSA cellular systems all over the United States,
performing all duties of start-up and ultimately
managing the day to day operations.  After several
years working in build-outs, she worked for Cincinnati
Bell as a project manager for LA Cellular.  She
managed the process for anything that made
changes to the billing system i.e. upgrades,
promotions, etc.  She then worked as the Real Estate
Manager for BellSouth in the start-up of their PCS
system in the Carolinas and East Tennessee.  She
also managed the site acquisition staff and facilitated
the acquisition of more than 300 sites.  

As Assistant Vice President of Site Acquisition for
LCC, Inc., she helped set up the Program
Management Division, wrote and administered the
training for Site Acquisition consultants, RF
Engineers and Construction Managers and taught the
value of a team approach to acquiring sites.  She
deployed more than 35 cities in the United States and
had more than 120 people working under her
management.  While at LCC, her team performed site
acquisition services for Sprint, AT&T, Nextel,
PrimeCo, Nextwave, and Pocket Communications.  

She started the wireless division for HSI Geotrans, a
subsidiary of TetraTech, Inc.  Geotrans Wireless
provided a full turn-key service, including engineering,
site acquisition, and construction services.  She took
the company from 0 to $35M in six months.  She then
joined CommSite International as the VP of Business
Development.  She worked with the senior level
management team to raise funds for tower
development, and then managed the process for
acquisition of property and existing towers.  Following
CommSite, she joined Lodestar Towers and served
as the acting President and VP of Sales and
Marketing, successfully winning the Florida DOT
contract.  Later she worked with the start up team for
Metro PCS in South Florida, managing the collocation
process with Crown Castle, American Tower, SBA
and Pinnacle Tower (now Global Signal).  She also
helped facilitate the E911 process for Metro PCS.  
She has also worked for Crown Castle in their
Property Management Division.

She has worked with major existing carriers and
startup carriers working on negotiations with
equipment vendors and managing contract document
control.  With a legal background and a subject matter
expert in the area of wireless site development, she
has been a great asset to negotiating teams.  She
has also worked with startup organizations by writing
business plans and making presentations to
prospective finance organizations to raise funds.

Marie has served on the Board of PCIA and was
active with the SOMA (Site Owners & Manager
Alliance) Committee, served on the Board of
TetraTech, Inc. and on the Board of Women in
Wireless Leadership Forum and was the
Membership Chair.
